STUDENT TEACHER STIPENDS: Providing $9,600 stipends to college students who spend a semester as unpaid student teachers would induce more of them to enter education as a career, advocates say. LOCAL COURT FUNDING: A quarter of local trial court funding is set to expire in 2024 or even earlier if the state Supreme Court says judges can’t continue to impose costs on convicted criminal defendants. Unless the Legislature acts, local taxpayers would then be saddled with those expenses. SUBSTITUTE TEACHING: Subs are in high demand, and many school districts are contracting with private staffing companies rather than recruiting and handling their own roster of subs as in the past. PROPERTY TAXES: Do big box stores avoid paying their fair share of local property tax? Yes, according to critics – including a UP legislator – who say the companies take advantage of the controversial “dark store” assessment metric that the state Tax Tribunal uses. We hear from the Retailers Association, the Institute on Taxation and Economic Policy, and local government associations that say some cities, counties and townships could be on the hook for millions of dollars in business tax refunds, including Houghton, Big Rapids Township and Lansing Township.
